Residential Incentives & Rebates

There are three energy efficiency incentive programs for residents. Two cover 100% of the cost of improvements for low-income households, both renters and homeowners. The third is for moderate-income homeowners, covering 50% of eligible improvements.

EmPower NY

NYSERDA’s EmPower NY is for homeowners as well as renters, though landlord permission is required.

If your family is located in a geographically eligible territory OR makes less than 60% of the State's median income AND/OR currently has Home Energy Assistance Program (HEAP), Supplemental Nutrition Assistance Program (SNAP), Supplemental Security Income (SSI), or Temporary Assistance for Needy Families (TANF) benefits, you may qualify for the Empower program which covers 100% of qualifying energy improvements like insulation, air sealing, replacement of inefficient lighting, fridges and freezers, and more.

Weatherization Assistance Program (WAP)

NYS Homes and Community Renewal’s Weatherization Assistance Program (WAP) is available for homeowners as well as renters, though landlord permission is required.

If your family makes less than 60% of the State's median income AND/OR currently has HEAP, SNAP, SSI, or TANF benefits, you may qualify for the Weatherization Assistance Program.

This program provides additional energy improvements at no cost.

Assisted home performance with ENERGY STAR®

NYSERDA’s Assisted Home Performance with ENERGY STAR® (AHPwES) is available for homeowner households below 80% of area median income. NYSERDA matches your contribution at 50% of eligible improvement costs up to $5,000.

MUNICIPAL electric Customers

If your local government provides your electricity, you are part of a municipal electric utility. Customers of municipal electric utilities may not be eligible for some of the NYSERDA programs above like EmPower NY and Assisted Home Performance. However, many municipal electric utilities have special rebates and programs to help with energy efficiency through the Independent Energy Efficiency Program (IEEP).
